2025 IEEE PES Energy & Policy Forum

The IEEE Power and Energy Society (PES) Energy and Policy Forum aims to provide a platform for discussion, analysis, and collaboration on issues related to the power grid and energy policy, regulations, sustainability, resilience, and innovation. The Forum seeks to bring together government experts, policymakers, industry leaders, researchers, and other stakeholders to explore challenges and opportunities in the power and energy sector and develop strategies for achieving a sustainable and resilient energy future. The Forum will serve as a hub for fostering dialogue, sharing knowledge, and catalyzing action towards a more sustainable and equitable energy future.

Tutorial: Electricity Policy and Utility Regulation 101

Lead Instructor: Juliet Homer This tutorial is designed for people who want to understand better the policy and regulatory landscape in the United States and how it influences investment and program decisions, utility cost recovery, and impacts to customers. The tutorial is designed for those who may understand different aspects of the electricity system but want to strengthen their knowledge of policy and regulation and how they can better tailor their work to be responsive to the needs of regulators, policymakers, and other electric system decision-makers. The tutorial will cover utility players, processes, and essentials of ratemaking and planning, as well as important federal entities and roles. It will describe why policy and regulatory topics matter for engineers and researchers. It will cover definitions and key terms and how engineers and researchers can tailor their work to inform real-world outcomes. This tutorial will be presented live at the IEEE PES Energy & Policy Forum in Washington, D.C.

Tutorial: Policy and Regulation Supporting Energy Storage

Lead Instructor: Will McNamara This session builds on a foundational understanding of the power industry’s regulatory framework and delves into the unique challenges and opportunities surrounding energy storage. The discussion will cover how existing regulations shape the deployment, ownership, and financing of energy storage systems at both the federal and state levels, with a particular focus on decarbonization goals, market dynamics, and emerging federal policies. This tutorial will be presented live at the IEEE PES Energy & Policy Forum in Washington, D.C.

Tutorial: The Three Ps of Electric Transmission: Planning, Paying, Permitting

Lead Instructor: Oviya Kumaran, Clean Energy Grid This tutorial will provide a comprehensive understanding of the importance of electric transmission, how the grid operates, and the three key aspects of transmission: planning, paying, and permitting. This tutorial will be presented live at the IEEE PES Energy & Policy Forum in Washington, D.C.
