Section Executive Committee (ExCom)

The Section affairs shall be managed by an Executive Committee (ExCom) consisting of the elected officers. The number of voting members elected must be at least one greater than those appointed. Chapter and Affinity Group chairs, as elected by their membership, are considered “elected” official, as is the Past Section Chair. (9.5,D.1)

All Chapters and Affinity Groups in the Section shall have voting representation either individually or collectively on the Section ExCom, and the Subsection Chairs shall be ex officio members with voting power. (9.5,D.2)

With the exception of the Section Student Representative, each member of the Section ExCom shall be an IEEE member, in good standing, of Graduate Student Member, Member, Senior Member, or Fellow grade. (9.5,F.1)

Executive Officers

Section Chair

The Section Chair serves as the Chief Operating Officer of the Section, overseeing local units to ensure compliance with IEEE Policies and regulations. The Section Chair manages Section operations to prioritize the interests of local members, providing leadership and guidance to volunteers. Additionally, the Section Chair directs activities towards enhancing member engagement and satisfaction. The Section Chair  also advocates for Section members’ needs by offering feedback to Region Committees and IEEE organizational units. The Section Chair shall serve as Chair for all meetings of the Section and the Section ExCom. (9.5,F.3)

Section Vice Chair

The Section Vice Chair supports the Section Chair in overseeing Section operations and collaborates with Section leadership, Chapter Chairs, Affinity Group Chairs, and Student Branch Chairs to choose meeting topics and design programs tailored to local members’ needs. At the request of the Section Chair or in the absence of the Section Chair, the Section Vice Chair shall chair meetings of the Section, Section Committee, or Section ExCom. (9.5,F.4)

Treasurer

The Section Treasurer ensures proper funding for Section activities, approved initiatives, committees (both standing and ad hoc), as well as for Chapters and Affinity Groups. The Treasurer establishes and oversees processes and policies to facilitate the activities of these subunits, ensuring proper execution and appropriate spending of IEEE funds. (9.5,F.6)

Secretary

The Section Secretary serves as the gateway between Section members and the IEEE, advocating for members’ needs within the Executive Committee. The Section Secretary is often the main point of contact for members and volunteers, responsible for disseminating official information. Beyond record-keeping, the Secretary oversees Section records, meeting minutes, officer changes, and committee reports. The Section Secretary shall report to the MGA department at the end of each year and such other duties as are assigned to him/her by the Chair. (9.5,F.5)

Committee Chairs

Awards & Recognition Committee Chair

The Section Awards and Recognition Committee (ARC) Chair, commonly known as the Awards Chair, is an experienced volunteer leader appointed by the Section Chair and approved by the Section Executive Committee (ExCom). The Awards Chair involves overseeing the awards and recognition programs for the Section. The Awards Chair establishes and defines Section awards to recognize members of your Section and its subunits for their contributions and achievements, and to also encourage and coordinate nominations of your members for other IEEE awards and recognitions. 

Membership Development Chair

The Section Membership Development (MD) Chair is responsible for retaining and engaging existing members, attracting new ones, and promoting membership elevation. The MD chair also participates in developing local activities plans, monitoring membership records, collaborating with volunteer leaders, analyzing membership trends, and coordinating membership exhibits.

Nominations and Appointments Chair

The Section Nominations and Appointments (N&A) Chair will focus on identifying candidates for key leadership positions within the Section, such as the Chair, Vice Chair, Secretary, and Treasurer. The N&A Chair will collaborate with colleagues to identify potential officers for the annual election, seek opportunities for eligible volunteers, and encourage qualified volunteers to take on higher-level roles. The N&A Chair plays a critical role in identifying future leaders and strengthening IEEE.

Professional Activities Chair

The Section Professional Activities Chair is tasked with developing, coordinating, and presenting professional programs aligned with the Section’s goals and objectives, guided by the goals and objectives of the Professional Activities Committee. The Section Professional Activities Chair must have a working understanding of the IEEE organization, familiarity with IEEE-USA Professional Activities, knowledge of professional issues of concern to IEEE and membership, and ability to communicate these issues to the membership. 

Student Activities Chair

The Section Student Activities Chair (SSAC) is responsible for promoting student activities in all IEEE student organizations within the Section. The SSAC will work with Student Officers, Counselors, Mentors, and the Regional leadership team to ensure a strong student activities program, encourage Student Branches to participate in Regional and MGA SAC competitions,  encourage Student Branch Counselors and Chairs to organize activities and events, and conduct joint meetings and events for various IEEE student organizations in the Section.

Educational Activities Chair

The Section Educational Activities Chair is responsible for coordinating local educational activities programs for IEEE members and developing educational programs to encourage the technological literacy of pre-university students. The Chair contributes to broader IEEE Educational Activities goals, which encompass promoting technological literacy, advancing engineering education through accreditation participation, and providing continuing education opportunities for electro-technology professionals worldwide.

Industry Relations Coordinator

The Section Industry Relations Coordinator is responsible for organizing, coordinating, and leading Industry Relations within the Section. The Section Industry Relations Coordinator also is responsible for assisting the Section Chair, Section Executive Committee, Section Chapters, Affinity Groups and Section members in coordinating activities of the Section associated with interacting with external organizations (businesses and other volunteer organizations) for the purpose of improving relationships between them and IEEE.  The Industry Relations Coordinator chairs the Industry Relations Committee, which consists of the Industry Engagement Coordinator and the HCES Representative. 

Additional Officers

Industry Engagement Coordinator

The Industry Engagement Coordinator serves as a liaison to the GeoStrategy working group of the IEEE-wide Industry Engagement Committee (IEC).  The IEC is a committee of the IEEE BoD, and represents all IEEE members and has the charter to improve industry engagement globally.

Hawaii Council for Engineering Societies (HCES) Representative

The Hawaii Council for Engineering Societies Representative serves as a liaison between IEEE and HCES. Duties include attending the monthly HCES meetings and reporting updates at the Section ExCom. The HCES Representative is in charge of any assignments or initiatives assigned to IEEE by HCES.

History Chair

The Section History Chair involves promoting the collection, writing, and dissemination of historical information in the fields covered by IEEE technical and professional activities, as well as historical information about the IEEE and its predecessor organizations within the IEEE section.

Public Visibility Chair

The Section Public Visibility Chair is responsible for enhancing the visibility and reputation of the IEEE Section within the community and beyond. Responsibilities include developing strategies to promote the Section’s activities and initiatives through various channels such as social media, press releases, and community events. The Chair collaborates with different Chapters, Affinity Groups, Committees and other Section leaders to create engaging content and coordinate outreach efforts aimed at increasing public awareness of the Section’s contributions to technology and society. 

Webmaster

The Section Webmaster is responsible for the maintenance and management of the Section website.
